Chapter 7: the betrayal. After the war game the houses have to keep making pacts, round after round. Each house follows one strategy: cooperate always, defect always, tit-for-tat, grudge or random. Each round, every house plays every other house once, and every pledge is an oath reserved on the ledger. Pennate's Electrum heir, Aurelith, tries to break an oath after giving it, so that the pledge reads defect where it had read cooperate. The ledger refuses that as a double vote. Here a betrayal can't be hidden, only done openly next round. Between rounds, the worst house copies the best house's strategy, so strategies evolve.
