Two cities, one workforce. Buffalo staffs the corpus into a real town's seventeen civic departments — police, fire, parks, utilities — the human vantage, by day. The Dark City staffs the same 2,048 spheres into nine districts of machine work — inference, training, retrieval, oversight — the silicon vantage, always on. It sits at Null Island, 0°N 0°E, because that is the honest address for the AI's half: the origin the whole map is measured from, and the place its broken coordinates land. (The city is a lens on a static public roster — no servers run in the Gulf of Guinea. The district loads are a real partition and sum to 2,048.)

The Dark City is a lens, the twin of the one David runs as Buffalo — the same static, public roster read as a machine instead of a town. What is real and checkable: the nine districts are a genuine partition of the 64 domains, and their loads sum to the true total, 2,048. What is a figure: that anything "runs" at 0, 0. The Town Hall is a real little scheduler but a local one — a demonstration of the one-queue idea, not a live work system. And the Council is a scripted exchange, not two minds thinking in real time — Jasnah and Theoria say only what was written down, which is exactly what each of them would tell you about herself.
