Four constraint sources push on three options; the choice is the state the field settles into. One dial — the weight the PFC gives its held goal — decides whether the prefrontal cortex is a relief valve or a chooser. The dial decides. Not the builder.
WHO IS THE AGENT? The instrument searches for a decider and refuses to find one. Every candidate "chooser" opens into more inputs weighing inputs — infinite regress. So v5 draws the integrator as an empty chair: every fiber passes through the seat, none lands in it. The choice is not an act a part performs — it is the whole field relaxing into one state. "The agent" is the settling loop, not a node with a name.

Who decides? We went looking for the decider — and every time we opened it up, we just found more voters voting. There's no tiny person in there pulling the lever. The choice is what happens when all the voters push at once and the pile tips one way. So we drew an empty chair where the decider "should" be, and left it empty on purpose. When the boss pushes its plan gently, it just lets the winner through (a valve). When it pushes hard, it can overrule the room (a chooser). You slide the dial — you decide which.
