# KERNEL-27 · Decision Engine · instrument № 35

**What it is.** THE SPEC MADE OPERABLE: 27 leaf-choices (each −/0/+, weightable) feed a three-level recursion — 3 parties × 3 subs × 3 leaves. At EVERY node the gate is strictly greater than 2/3; a bare two-thirds is not enough, by design. A node that fails returns ⊘ (abstain), never a manufactured winner; the root decides only if it clears 2/3, else ⊘ — no legitimate decision. The 60% that loses cannot also win. **How it works.** A live recursive supermajority engine. Each gate tallies weighted votes for the leading option and passes only if its fraction > 2/3 (strict, +1e−9 margin); a sub-node that returns ⊘ contributes to the denominator but to no option numerator (an abstention, not a vote). Bottom-up: sub = gate of its 3 leaves, party = gate of its 3 subs, root = gate of the 3 parties. Deadlock is an honest output — the engine never defaults to the highest plurality fragment. **The verified record.** Logic checked by exercising the engine: the gate is strictly > 2/3 at every level (a 60% fragment is a loss everywhere), ⊘ is returned on any sub-threshold node and propagates to the root, and a deadlocked root reports ⊘ rather than crowning a plurality (all-+ → unanimous pass; randomized weights → frequent honest ⊘). This is §6 of the KERNEL-27 spec (№ 34) enforced as real arithmetic — a supermajority-or-abstain decision kernel. Honest limit: a governance toy for the 2/3-or-⊘ rule, not a production voting system (no identity, sybil resistance, or persistence).
